I keep being bugged about "based on our review of your Account, you may qualify for a credit line increase[...] up to $5000" and I keep ignoring it. I haven't worked in a year. My account is over 6 years old and I never missed a payment.
Should I even follow through with this? Will it obviously be declined? Will anything bad happen if declined?

That's before they know of anything I entered in the screenshot.
Well anyway I hit the submit button to see what happens and get this. $5 for trying I guess?.. Hope I don't get my limit decreased though it's not like I'm using much of it lately.

Yes. Always try to maximize available credit (but don't use it).
I have a credit card with a $35k limit. It's an incredibly useful thing to have for emergencies.
