If they aren't buying the silver for minimum spot +19% then they won't be getting back any physical silver at all.
The physical silver is the valuable and limited resource here which can only be mined with hard work, not the fiat paper currency which can be printed in any quantity with no effort.
The spot+19% is the real price of silver there which you use it to buy and sell.
Any euro has to keep stacking with the 19% VAT, but if someone really wants the physical silver back from you, he has to pay the same price you paid on the market too.
