The problems with this are that market makers can create the shares they need with very little, if any, requirements for a locate. Also, the rate of DRS has completely fallen off, it would take decades to lock the entire float at the current rate. Then on top of that, CS still keeps a (((portion))) with DTCC for liquidity. We don't even know that they would stop allowing shares to be registered beyond 100% and it seems like someone has made GME stop reporting the numbers directly.
