plebchan dev here, yes all the code is open source on github.
the social network is one, the plebbit protocol, and you can use it with any interface built for it, like plebchan.eth.limo (4chan clone) or plebbitapp.eth.limo (reddit clone).
this year i'll release a old.reddit UI clone, called seedit. anyone can make a client for the protocol like these.
currently we're working on improving performance for those two apps, so we also have a bare bones client that's the fastest: plebones.netlify.app it proves how fast the protocol is, the apps just need to be optimized like this.
the plebbit token will be integrated in these apps for various features, like tipping, governance of feeds, and also probably as a pass (like 4chan pass) to remove the captchas.
