Coin pumps happen when influential people drive the price up with the goal of profiting on future bagholders.
Chainlink Labs has made it very clear that running up the price will get the hammer dropped on you before any ground is made. They will take all your profits first and don't care about extraction efficiency. Everyone knows this, so only rarely is it tried.

This unspoken policy will likely change at some point, but good luck timing that.
