I hate to say it but that's what is happening. There's no other reason it would stay at #21 for this long.

The top 20 spots have a special significance for institutional investors and the SEC. They get all of the attention. If your project isn't in the top 20 institutional investors won't touch it and regulators won't bother going after it.

Notice what happened with the Binance lawsuit. Projects like Cardano and Solana were labeled unregistered securities while lower marketcap alts that were blatant securities weren't. Why? Because the SEC only cares about frying the big fish.
