There's causation and there's correlation, US arms companies aren't directly responsible for incentivizing any form of violent conflict, they might be responsible for emphasizing on something already present but are not the cause of it.

There’s also a prison industrial complex that makes money incarcerating and then releasing black men. They make most of their money from repeat offenders.

Forced amputation of offending limbs incrementally will be much more effective than the threat of a death penalty. People can braveface the threat of death, especially criminals whose culture incentivizes it while shaming the inability to do so as cowardice. But nobody can really mentally prepare to lose a hand, a foot, a leg, etc. as they have to rely on other people thereafter or overcome a handicapp.
