Forced amputation of offending limbs incrementally will be much more effective than the threat of a death penalty. People can braveface the threat of death, especially criminals whose culture incentivizes it while shaming the inability to do so as cowardice. But nobody can really mentally prepare to lose a hand, a foot, a leg, etc. as they have to rely on other people thereafter or overcome a handicapp.
Also the pillory for minor instances where shaming and discomfort is necessary to regulate public behavior. E.G A person who shits in the street should have shit thrown at them.
