I disagree with this. Ripple can always sell escrow outside of the USA and that XRP can end up in the secondary market. Schwartz said they could still run ODL in the states if the XRP was not sourced from Ripple.

The value of XRP and the XRPL is the cumulative marginal savings over existing alternatives.
I am a small operation but send a few hundred thousand dollars a year around the world and country.
Just last week I made three wire transfers that cost me $20 each and I had to spend 20-30 minutes talking with an associate at the bank.
My time is VERY valuable as a small business operator.
So between the time and money it cost me easily $100 to send three payments.

Using XRP would be basically free and take no time at all.
I also taken in about 2 million dollars in cc sales a year. At 2.8%.
That's $50,000 I pay to take payments.

The XRPL and XRP (even at it's current price) would save me $60,000/y if I could legally use it to pay and take payment on everything.

Now, there are other things better than wire tx and cc tx fees, but they are still $1 per tx or higher in the case of btc.
So that adds up significantly as well when you have an average order of $58 as I do.
