It depends what you mean by "work". The biggest problem with democracy is that the majority of people view things in black and white and have no capacity to grasp nuance. Sanctions do have an impact. Nobody who understands geopolitics thought that sanctions would collapse Russia, just like they haven't destroyed Iran or North Korea. They are just one weapon in the war chest.
