Yes because they can't do a cold shutdown on the affected reactors due to the meltdowns. 5 and 6 were long shut down while 4 was in the process of and they removed the fuel rods to be safe after a few years. 1, 2 and 3 were running and need to remain running to avoid criticality, hence the need to cool them.
