Yes, it appears that paradoxical, but there is a simple solution: employers don't want what's on offer.
If you have a store that sells apples and people want to buy apples, but for some reason, no transactions happen, then you simultaneously have an apple-overstock and an apple-shortage, just in different places. The idea of the market is that all such potential differences can be eliminated via transactions - simultaneous shortages and gluts occur when this process does not happen, i.e. when the market breaks apart.
