Honestly you're probably never gonna recoup that unless you average down into it. Leveraged short ETFs are some of the worst holds. You're basically going leveraged long USD into this current mass monetary inflation, with no debt ceiling.
Semis, particularly NVDA, are pretty overvalued again at this point, but that doesn't mean they'll magically revert back lower. Shit can stay irrational forever, use the insane valuation to dilute a bunch of shares, and then 10x again when that giant capital infusion temporarily creates the appearance of decent growth. When LETFs post daily losses, they reset exposure lower. One way to make up for this reduced exposure is to scale up your own position. You can avoid your own personal exposure to the vol decay by doing this.

Naturally, none of this is possible if you immediately go all-in.
Now, you might argue that holding a small position in a leveraged ETF is pointless because you could simply short the base ETF - I don't necessarily disagree, but there is some convenience in having that passive rebalancing exposure reduction during sequential declines when you're not actively watching the market every minute of every day. By abstracting your exposure behind a leveraged ETF, or using options, you set yourself up automatically with a maximum loss. It is an active decision that you must take whether to increase that max loss.
Additionally, with inverse ETFs in particular, you as an individual are protected behind the shell - you have no blowup risk due to the short pumping exponentially against you. Your personal liability is limited. In practice this is pretty irrelevant since ETFs have plenty of liquidity and lower volatility in general, but many traders are irrationally scared of this risk and afraid to hold short positions outright.

While a wash sale doesn't make your losses larger, as some seem to believe, they do have real tax impacts.
Taking short term losses is beneficial, in general. You can offset other short term trading gains, or roll it forward if you have no realized gains.

By avoiding realized gains, you continue to compound tax free. At 40% annual gains for example you will 5x your portfolio over 5 years. Deduct the ~30% tax rate from short term gains as a middle class person, and suddenly you're compounding at a CAGR below 30%.
In the end, you'll only see your portfolio 3x. Basically half your potential wealth, gone. It gets worse the longer you extend forward, or the harder you compound the timeseries.
Regarding wash sales, the impact of those tax losses being realized or not can make this gap even wider, as you end up with realized gains and unrealized losses. Eventually, those become long term losses which are even worse as they prioritize offsetting your lower-taxed long term gains.

This tax problem is a dilemma I'm personally facing at this point. Unfortunately, I don't really have an answer. As a US citizen, I'll be taxed no matter where in the world I live, except a few territories like Puerto Rico. Even those exceptions have their own flaws and limitations, requiring large upfront investments or donations.

Kek. Did some health/vision/dental plan shopping. After the shafting I'll get after I retire I looked around. Athem, same provider as I have now via work, offers a vision/dental bundle plus health for $226 a month (after fed tax benefit) for both me and my wife. Deductibles aren't terrible either. Way cheaper than the 9000 that the ultra cheap offers. Course this is just planning.
