It’s rarely profitable, but it still makes good economic sense.

I have seen occasional commentary along the lines that public transport must be self-funding and not propped up by government. What these economic geniuses have failed to consider is that there is a significant cost associated with not providing access to affordable public transport. Excessive fares will mean significant numbers of people not being able to get to work, education, shopping, or wherever else they need to go.

Also consider that less public transport means more cars on the road. This means increased traffic congestion, more pollution, more accidents, and a requirement for greater investment in the road network. All of which carry significant economic costs of their own.

In view of the above, most cities (properly) regard public transportation as an essential utility rather than a commercial venture. One notable exception is Hong Kong’s MTR, which manages to turn profits in the billions of dollars each year, despite charging reasonably low fares. Why is this so? Some will point to the sheer number of people using the system each day and the economies of scale associated with this, but this doesn’t tell the whole story.

The first question to ask is what MTR Corporation’s core business is. The obvious answer, “public transport”, is not strictly correct. Their real business is property. Consider that the corporation owns several vast shopping malls that are co-located with major stations. Also bear in mind that every MTR station is itself effectively a miniature shopping mall. All of which have an enormous amount of daily foot traffic, thereby allowing MTR to charge their many tenants a hefty rent. MTR also owns enormous apartment buildings, and their proximity to MTR stations make them a desirable place to live - again, with rents to match.

Contrast that with my current home city of Perth in Australia. To our credit, we have a modern and efficient public transport system that does its best to overcome the challenges posed by our low population density. However, there are still a great number of people who spurn public transport altogether, in most cases because driving is perceived as being more convenient. For many others, their use of public transport is conditional upon car parking being available at the station. As a result, aside from the ticket sales themselves, car parks are really the only economic activity directly associated with railway stations - and people get cranky about having to pay a mere $2 per day to use them! Obviously this translates into a terrible return from the space they occupy - space that could in theory be used for profitable commercial ventures, as in Hong Kong. However, in the Perth context, car parking facilities are considered an inherent and non-negotiable part of the service that the public transport system provides, and key to making it accessible and appealing to as many people as possible.
