Actual insider here. I think this needs some clarification because Link marines have been waiting for so long now and have been extremely patient. I can't really tell you too much because Chainlink Labs employees actually lurk biz (and post here) so they might able to know who I am. There has been an unexpected temporary delay of CCIP due to the upgraded off-chain computation protocols (OCR 2.0) that had an unforeseen malfunction. However, the DONs seem to be fully online therefore the problem will be resolved quite rapidly.

In regards to SWIFT they actually seem to be keen on launching CCIP already by June. The main problem is that the network across EVM and non-EVM chains hasn't been fully tested to maximum capacity therefore releasing a product in such a short time would be quite a gamble for us. I'm confident enough that we'll be able to maintain a standardized interface to control the minimization protocol for the off-chain computation of the blockchain thus rendering the entire Chainlink ecosystem fully secured. At this rate I can only tell you that CCIP will happen before november, that's a certainty.
