Skyledger is skycoin's version of the erc20 platform. I don't think shellpay owns skyledger. I believe they're just one of the coins using skyledger for their ICO and blockchain. Solarbankers.com, metalicoin.com, spaco.online are some of the other coins using skyledger. Supposedly a lot of new ICOs will start happening on skyledger in February.

Not true. There is a fee, but it's a fixed amount. I believe it's currently 0.001 sky. Cryptopia is still charging 1 sky, because they haven't updated to the latest version yet, so be aware of that if trading.

the fee is 0 sky, but some amount of coin hours get burned each transaction to prevent blockchain spam. Coinhours are sort of like neo's gas, but they're pretty much worthless right now
