This isn't as bad as it seems. A banks capital is their NET. Like if a bank has $200m assets and $180mil liabilities, they have $20m capitalization, so this is just saying they have at least $10mil in unrealized loses compared to $180m liabilities, but they could also have $10mil in unrealized gains, you can't really say anything definitive about that statement.
