Cosmos isn't really a Layer 0. Its more a set of standard libraries that define a protocol where every chain independently decides to connect with another chain. There is no central hub like with Polkadot or Cardano. That's why everyone says there is no point to ATOM. Even with ICS, chains can pick someone else as the ICS provider.
