After that you just need to pass a psychometric, medical and psychological test and you obtain the Dog Walking License. Not sure how often it's enforced but if I remember right there's a legal limit of 4 dogs per one person when operating as a dogwalker, and some of the larger spaces managed by some orgs make you have a permit to operate as a dogwalker in their parks. People were taking 10+ dogs to the park and raking in like £10 per hour per dog, government had to put a stop to it because normies might have made enough money to live from it.
