How did you conclude that is the right wallet address? From their blogpost (https://www.binance.com/en/blog/ecosystem/web3-leaders-join-binance-to-spearhead-web3-industry-recovery-initiative-5285759314040744618)) the wallet for the 1bil fund is https://etherscan.io/address/0x043a80999cEe3711D372FB878768909fbE7F71E6#tokentxns and their last transaction was 23 days ago where they sent the 1bil BUSD to Binance14 (https://etherscan.io/token/0x4fabb145d64652a948d72533023f6e7a623c7c53?a=0xc097431d9050592b71f71bf6d688845be3ef9723)) so the real total remaining is not even viewable
