Immigration is a debate because on one hand the (((powers that be))) want people to have less children so workers will demand less wages, as well as consume more to fill the childless void in their lives. But on the other hand, more people means devaluation of labor, which is another way to pay less for work.
The solution that satisfies both is to enact policies such as high taxes and housing prices that discourage the demanding European populations from having children so they demand less wages while also enabling "Minority" migrants who have lower standards by giving them benefits and housing assistance.
"Illegal" immigrants are even spicier because no minimum wage is required for people that don't exist on a payroll or tax form. And at least for the US it's a way to get Mexico to start using more and more USD as it travels across the border for drugs, which is more USD leverage.
Of course, this is VERY short sighted since the new migrant populace are going to eventually demand higher wages, but if these plans weren't short sighted unbridled greed the PTB wouldn't be doing this anyway. They'd just set course for peak prosperity and bank off of tax money from the high productivity but that wouldn't buy the Yatch NOW.
At least this is all my speculation without going full /pol/ and sticking to more strictly /biz/ matters, take from it what you will
