I make a big pot of soup every week. Takes 40 mins to get my carrots/taters cooked. Cost like $13. Sometimes half if i have ingredients leftover.

No one has mentioned god tier lentils and dry beans from scratch. If you're in a city go to a latin grocery store for produce 1/2 the price of Krogerslop. Whey protein is almost a necessity for cheaply hitting your daily protein minimum which you'll want even if you're cutting, unless you really love tuna. Make healthy calorie dense soups sometimes with ground beef and meal prep pastas, rice dishes, etc.

Depends how tight your budget is. Do you have enough space to have chickens? If so they’re very cheap and don’t take an insane amount of effort. I have 5 chickens and have fresh eggs every morning. If not, canned fish is high in protein and spend a bit extra on a high quality whole milk. 2400 calories per gallon of whole milk. Bagels because you can pair them with almost anything and are a good source of carbs

You can be extremely $ efficient on this diet. A normal man (6'2") can maintain fitness with ~2.5 pounds total meat each day. If you are bigger, more muscular you may need more. But you can also fast/feast on this diet where you don't eat every day and instead eat like 6 pounds every 3 or 4 days depending on what your body tells you.
