You have misunderstood what the wallet reserve represents. It is a ledger feature to prevent spam and guarantee the entire ledger can run on a normal computer - which is why it is so fast btw. If the validator nodes voted to raise the wallet reserve to its maximum, any wallet with less than 2^32 drops would be in receive only mode until it had more deposited OR it sent itself to a larger wallet during the deletion process. You still own all of your xrp, less 2 which is the deletion fee. You would then use the ledger access rights of your larger wallet and keep on doing business like normal. Many people aimed for 2^32 drops because it is a logical threshold for 'making it' at an unknown value. I hope this clears it up for you.

No because it is a commodity which you can sell as you wish. Your present wallet address however would be limited on the ledger to hold/receive/send+delete, none of which change your ownership.
For example you own 2 wallets. Wallet #1 holds 2^32 drops -50 and wallet #2 holds 2.100000 xrp. By deleting wallet #2 and sending it to wallet #1, wallet #1 now has 2^32 drops +50 which means it could perform all ledger commands up to spending 50 drops, at which point it would go back into hold/receive/send+delete mode.

There was an excellent insider here at the beginning of /xsg 2051 who was certain that it would be adopted at ~$30K per coin. Which means the minimum wallet cost with a maximum reserve would be $128M. So, it would seem to me that there will be a market for people who need a full wallet for a period of time but don't have that capital up front and would be willing to rent your address and command rights from you at a fraction of its face value, so they could access the ledger for business reasons for a defined period of time. I think that many /xsg'ers will end up becoming marginal financial institutions in niche markets because they have personal wallets. Out of the 4.6M wallets in the world, less than 410,000 of them are reserve maxed. Which is ~8% of hodlers for an already rare coin. Now imagine what the rest of the world will pay for temporary ledger access.
