The pause is what they originally intended to do, when they started the off-ramp 75 / 50 / 25 bps, the optimal thing (if they nailed it) would now be 0 bps and be done with it.
Further 25 bps hikes were envisioned as additional tweaks if inflation stayed uppity. But the banks being illiquid, can be seen as additional tughtening which was not entirely predictable, but within the realm of what theory says can happen. So they couldn't plan it but they can include it in their decision process now that it has happened.

Check this out. Yesterday I was watching for a planned trigger point to inject some DCA water into my BOIL tree.
