See my theory on what the FED should do is tighten during a cutting cycle and then they can ease if they need to during the hiking cycle.

The main issue is we have not had proper hiking and tightening cycles in 23 years so the market. If IF we get the hiking/tightening cycle somewhat normalized ie not using it as panic button. Then we could in theory lower the FED balance so they have more room for QE when they really need it.

Its broad use as an alternative to lowering rates after we hit 0%, to avoid deflation is misguided unless it's specifically coordinating with the government to fund stimulus strategies like construction of infrastructure. I think Helicopter money is probably a better way to allocate than most kinds of QE if the only goal is to avoid deflation. As a tool to make people trust banks it works great.
