If energy is cheaper for one country more than the other, they can afford mining more Bitcoins and can increase the likelihood of a 51% attack. Furthermore, if one actor seizes all means of energy, they literally control Bitcoin, and seizing means of energy is not difficult.

You can not confiscate everyones gold as easily, but you can easily control the Bitcoin network. What happens if energy suddenly is fucking expensive in the west and meanwhile costs like a nickel in Saudi Arabia?
