depends how you define rigged. The cyclical nature of credit cycles and the ups and downs of markets in itself means that some group is going to be buying the top and selling the bottom. I think alot of that is based on how educated the individual investors and institutions are as well as just being influenced by human nature. But in terms in people with insider knowledge, or insider groups who play by their own set of rules yes I would imagine its always been like that - what has changed is the power and authority of people regulating and micromanaging the economy and markets has also grown leading to more opportunitys for cronyism, ingroup bias, corruption etc.

So I would say its always been there just due to human nature and human societies, but its definitely gotten worse as the economy has become more regulated.
