I think the startups in this case can be bailed out, the problem is just that it keeps on signaling to other banks that recklessness is a good strategy.

FDIC already announced they will liquidate everything SVB had and pay it out to depositors that had more than the $250,000 limit. SVB had a little over $200B in assets and only has about $175B in uninsured deposits.
