It's true largely yes.
Most exchanges only let you sell to stablecoins to avoid regulations. However outside of exchanges a stablecoin does have value, purpose and utility. Like one anon said, you can't put actual dollars on a chain and send it. Its basically a tokenized dollar or an IOU, backed 1:1 by the issuer, in this case, Circle.

The reason why it normally fluctuates is because it's a token and is dependent on Market Makers and movements of the market.
I tried swapping 50% of my USDC for Tether with 10% loss but there was a "technical issue" suddenly ;) So I fear the worst and assume it's gone.

However in theory with all their assets they should be able to recover
