Well, it's worth what it's worth.
To demonstrate, at one time this guarantee didn't exist at all and the plebs were very agitated that they could be so readily stolen from. So what they did to sate the plebs was scribble the number 85,000 on a piece of paper. Cool. Now everything's guaranteed by the State; an entity that, on a whim, forcibly conscripts the plebs for the murderous inclinations of the meatgrinder.
But then, horror of horrors, things started going south once again. Of course, our friends in the State could have taken measures to reduce the likelihood of this happening again, but alas(!) that didn't pan out for some unknowable reason (scientists are baffled.) And what ended up happening was that they ended up revising the number written on that piece of paper we previously mentioned. First it went from 85k to 45k, then to 25k, then to 5k and then to 0k; which was arguably it's true worth from the very beginning.
