You can just buy older bonds that have a higher rate. Eventually the etf runs out of those bonds to buy as they mature. Figure most bonds have been issued at a lower rate for past 16 years. Meaning only bonds with a duration longer than that pay more right now. If we had kept rates lower for the next 10 years bond etfs would average towards lower paying bonds. Same for any bond older than 16 years. That 16 represents 2005-07 peak so arguably you have a small window before you had bad bonds since 2001.
