Yes and actually this is a great business you can run yourself from home.

You will need
1. access county courthouse records
2. a burner phone
3. An anonymous wyoming LLC with a PO box. You need anonymity because you'll be dealing with poor angry retards.

process:
1. look up settlements
2. look up if the debtor has property you can put lein against
3. call the plaintiff and lowball them
4. get deal and record it at courhouse
5. once you record the deal you call the debtor with your burner phone and inform them you're the new payee. Send them payment info
6. If they don't pay you put a tax lein against their property

You can't lose really. It does take a lot of work and hustle but you can clear a ton of money from comfort of your own mom's basement using this business plan.
