If the chances were 18/36 vs 18/36, the expected value would be 0, so it'd be a fair bet, though if you bet everything each time, there's your chance of getting wiped out (you win bets R_1,...,R_n, but lose R_n+1). However, the same applies to the casino (your win and its loss are symmetrical in a certain sense): they win on guests G_1,...,G_n, but G_n+1 comes and wipes out the casino by winning 20 times in a row or something.
