High grade economically viable deposits with low radioactivity are rare. Saying there is shitloads of rare earths in coal is the same as saying theirs shitloads of rare earths at the bottom of the sea or in a meteorite in space. It's not economically viable to mine these. Just a pipe dream and cope.
