In the past there was a focus on "uplifting" the lower castes, this is why BBC used to do sort of bait and switch programming where they would play documentaries and more intelligent content following sports or popular teledramas to reel the proles in.

Same goal with old PBS programming in the USA or CBC in Canada Where I distinctly remember them playing children shows and hockey then following it up with some indie documentary or arthouse cinema.

PBS is the good one, they still are, I grew up watching PBS because we were the family without cable then skipped to satellite but I was already old enough to be drawn to documentaries. They have a lot of good PBS funded YouTube channels

profit-first programming came to dominate with the rise of cable TV so people were no longer subjected to the "cultural imperialism" of traditional more intellectually focused media. In British-Commonwealth nations this was part of the wider class system and Liberal-Imperial notions of uplifting lesser folk,

I'd also say that this sort of thing was far less common in the USA and there was always trash TV even before Cable due to the American media always being cancer, however consider that even the likes of Disney at this time worked to try to lead children and "normal" people towards more intellectual topics.

The "elite" are far more cynical today as well as not interested in uplifting anyone so much as manipulating them.

At least in the case of BBC/CBC it definitely wasn't the case, they would sacrifice some good TV slots for high brow content just to promote it.

I for one benefited from it a lot because as a kid I was often "baited" into the educational documentaries and grew to appreciate the topics as I got older.

As a kid in Canada, there was nothing much else but CBC and Provincial public stations like CityTV to watch.
They even used to just play softcore porn on the public stations in Ontario after dark which was pretty based. I remember once as a kid staying up late to covertly watch some softcore JAV movie on public TV they were playing.
