Well at one point I was punting 20% of my salary into various accounts (Pension,Emergency fund, and 401k). The brokerage account was "just there" on the side as was the small savings account at my hub bank. Then I got a pay bump. Which yay. But also added my wife to my health ins plan which sucked the green out. So net effect the punting dropped to 12% with the brokerage and small savings still on the side. Most people don't think "adding to my emergency fund is good because I'll earn more from the investment". That's not its purpose. It's a small amount of money invested in a liquid and conservative asset (a savings account, for example) for when you suddenly need cash.
Once your emergency fund is big enough, in my opinion you should stop adding to it and instead pay off your high-interest debt.

I pretty much ignore tax efficiency though. The most tax-efficient thing to do would be to hold physical cash and owe zero taxes ever, but that would also be retarded. Better to make a bunch of money and owe some taxes on it than to never make anything.
My stock portfolio returned ~60% last year pre-tax. Taxes reduced that gain to approximately 47% net. Maybe a bit less if I properly account my margin expense, since at the moment I'm still taking standard deduction.
