It means people are trying to withdraw more than what Binance has available in its hot wallet. They only hold a certain amount in hot wallets, i.e. enough to cover the average (plus some) withdraws for a day/week/month.
If there's a sudden and unanticipated increase in withdrawals, then you get pauses like this.

The hot wallets get replenished from cold wallets, but it is probably not an automatic process (for safety reasons), which is why it takes time and is slower on weekends.
