For the same reason people sold BTC at 69k and not at $100k. They weren't expecting it go go higher.
That whale would gladly sell at $10, but RLC doesn't have the juice in it to pump this hard.
The real question is why buy so much RLC in the first place when there are hundreds of alts out there more interesting than this dead end French token.
