This is what would happen in a fair society.
Unfortunately the reality is different. What could happen if he does this, is that they build up a portfolio of wallets and txs and tell him they believe they are his, and he owes tax on them all.
He then has to either pay (could give a ridiculous number they've made up, plus penalties) or prove otherwise, else go to tribunal/court which is almost always futile as courts automatically back the tax office unless they've made a clear fuck up.
