If it's logged it's only on the wallet software. Definitely not on the blockchain. Arbitrum can't know what wallet software all/any users use. It's stupid to think Arbitrum could/would exclude certain wallet users. They can't and there's no reason to do this.

These are both wallet tokens. If a wallet logs its users it's through its software, not the chain. There is no record on chain of what wallet/node software/RPC you used to make a tx on Ethereum/L2s. So Arbitrum can't know, and why would they even care? Maybe if they had their own wallet software, but they don't.
