They have modest salaries like their workers and gain stock, and with bonuses and actual large paychecks buy assets and debt. That way, when it comes time to pay taxes, they have negligible taxable income and therefore owe nothing. In fact, many use large assets like homes or boats as collateral for loans they take out so that they are legally in debt, so that, to the IRS, they legally have "no money."

I go agree with Healthcare and Education needing more tax money, but the distribution system and how it's delegated needs a total overhaul.
