Unless we're going to go back to blocksize wars I don't see how. At minimum something like the Lightning Network must be used for any sort of large scale adoption to be possible. There's a certain point where doing everything on the base layer becomes impossible, if you care for decentralization, that is. Look how ETH fell flat on its face when it got too busy, with higher fees than BTC ever saw. Even now it's consistently costlier than Bitcoin is, and I don't doubt it'll get even worse next bull run.

Synchronous consensus mechanisms whether it's Nakamoto PoW or Classical PoS will never scale throughput sufficiently and asynchronous classical consensus protocols will never scale to be decentralized enough. The only protocol that solves this is the snow family protocols of avalanche which decouples throughput from the number of nodes in the network (despite every node participating in every block of transactions) and also enables separation of concerns through subnets which can communicate permissionlessly without additional trust assumptions.
