Short answer. The bailout of LTCM basically told banks that as long as they overleveraged using large voter base funds that they would always be bailed out. Doubly so after 2008 and the "TBTF" legislation. They are playing with house money and know it. Any time there are efforts to curb the excess and remove the backstop from garbage, you throw a tantrum like in 2008 and 2020, and the Fed backs down.
Since then it is actually irresponsible to not be overleveraged on as much trash as you can find as long as you've roped in pension funds, endowments, etc.
The Fed has, so far, always been losing this game of chicken. There is an enormous amount of capital now misallocated in the system, almost at systemic levels. The PIVOTOOOORS are betting they lose it again.
