During the Cold War, PMs weren't money outside of the West, the Soviets, Chinese had been off the Gold Standard for decades before 1971.

The last time I was buying a roll of dimes from my LCS the dealer noticed that there were a couple slicks and cleaned coins in the roll and asked me if I wanted to switch them out for better coins.
