Most likely, exchanges who decide not to compile with the new rules would just refuse to have any US traders. And I do expect to see many exchanges being way more stricter than it already is, such as proving variety of personal identifications. As we've seen earlier this month Coinbase was ordered to turn over thousands of Identities to the IRS. Although you still can't cashout without paying tax unless you wanna do some shady work. This shouldn't really bother you if you aren't breaking any regulations.
