There's a difference between buying individual bonds and buying bond ETFs. The former will always give you a positive nominal yield if you hold to maturity - i.e. more dollars than what you put in (assuming your government doesn't go Full Argentina and default).

The latter are pools of money that buy and sell a variety of different bonds which can lose money. For example, suppose an ETF was required to own 9-10 year bonds and to start they buy a pile of 10 year bonds at the beginning of the year for 3%.

Then rates rise and a year later they have to sell these now 9 year bonds at a 4% yield price (even though the bonds have a 3% coupon) and reinvest the money from those sales into fresh 10 year bonds. That pool of money would be less than 103% of the starting capital.

Obviously both of those are garbage bets if you experience, say, 10% inflation over the course of that year. Which is a fact that's been heeming financial markets for some time now.
