No problem to do that profitably provided you are already an energy giant that has the equipment. The main problem are the ships needed to construct an offshore windpark. There are not many in the world and a new one costs around 100 Million each to build. Then you need to find a location for your wind park, which is also expensive. And then you need to construct it, which is the biggest challenge. But even then you are not done. You still need to sell the energy on the open market and hedge those trades. If you are already a giant like RWE or EDF it really isn't a problem to build something like this, however it is impossible as a startup, because the entry barriers are naturally extremely high and the energy market can't really be disrupted due to its high efficiency
