2 ways, the exchange assumes that customers won't withdraw their coins, this leaves a buffer of coins in the exchange to be used for shorts.
Or the exchange can allow traders to offer up their coins for margin trades (long or short) in return for the interest on the loans, these people are called liquidity providers. Once the trade using the liquidity providers loaned out funds is complete, the funds are unlocked and returned to the liquidity provider.
But with BSV things have been a bit different. all exchanges have wanted to crush BSV because it threatens their entire business model. So they've done everything they can to drive down the price, with the assumption that they can always get / buy coins if needed.
So we've got the perfect storm at the moment. TAAL the largest BSV miner have gone private, they no longer have to sell their coins to exchanges to meet their dividend requirements.
And Bitfinex were stupid enough to naked short BSV in an effort to drive down the price. Naked short is when you short an asset without putting up any collateral to cover a margin call.
