Dubai is the perfect place except you can't take a walk to a new place every day and that's a bigger dealbreaker than it might appear.

As for finances:
Relocating here would require you to start a company and hire yourself. Unless you've found a job but I assume you don't want to be a wagie.
Creating a company would set you back $10k and surrounding documentation is more like $5k/yr.
Health insurance is cheap for 30yo males, you can get a very decent one from Oman for like 5k dirhams per year.
Even if you buy a place for yourself, the service charges are insane, be prepared to pay $1000+/month just for that. Of course this also means that rent isn't cheap either.
Overall, you'll be looking at $30k/year of expenses that you wouldn't have elsewhere. If you're bound to save way more than that with the 0% tax rate, then it's worth considering and the next question you should ask is whether the lifestyle suits you.
Me personally, I can't really trade the safety because being a millionaire with no mafia connections in Eastern Europe wasn't an option for me. I don't like the weather and the poor air quality, but safety is more important than both.
Also, I live on the Palm, which means I might have to learn Russian because that's basically the native language in this area.

House/Apartment needs to be worth 2m AED or more. Mortgages are allowed, but your initial payment needs to be above 2m AED, also.

6. Emirates is the best fucking airline in the world. The man who runs it is a fucking genius. Direct flights to every major city in the world.
7. Food - there are so many places to eat you could never eat in the same place twice for your life.
8. Alcohol is available and expensive. Go to Um Al Quain for that.
9. You will need a car.
10. You can get to Europe and Asia in like 5 hours.
