The settlement of the assets is not occurring on ICP sure, that is certainly different from lock and mint bridges. That comes ofc with the drawback that everything happens at the pace of BTC. However you still have the additional trust assumptions on top of BTC itself. You have to trust that a minimum of 66% of ICP nodes on the subnet in question are correct, so 4/7 or 8/13. Any dapp like Spinner you still have smart contract risk which was a major factor in the wormhole hack. It does address the vulnerability of being able socially engineer the keys to individual nodes which then are used to compromise a bridge. The only other bridges that do this are the avalanche bridges which use SGX and SSS, but those are the conventional lock and mint type that allows assets to settle on either chain.

At it's most general the definition of a bridge is a protocol which allows two dissimilar blockchains to pass messages. By this standard, it is most certainly a bridge. The BTC integration is a new type of bridge technology though that is for sure.
