This is total speculation on my part, but I interpret it as meaning that if you submit art that is used as a NEW mon instead of an existing mon, then they credit you with whatever they choose the starting price to be. So if it's a 0.1 ETH mon they'll give you 0.1 ETH, or if it's a 1 ETH mon they'll give you 1 ETH. If that's true then it means you're better off sending "powerful" or "legendary" looking designs so they use them for more expensive mons.

new mons will likely be introduced so you will need to get in on those early, but with time they will also dry up.
